Has a legal education. For over 10 years, he held key positions in government bodies, including the Center for Coordination and Development of the Securities Market and the Capital Market Development Agency, where he progressed from specialist to head of department.

Mansur Tirkashev actively participated in public service in the development of the most important regulatory legal acts, including:
• Law “On Joint-Stock Companies and Protection of Shareholders’ Rights”
• Law “On the Securities Market”
• Rules for the issuance and state registration of issues of emission securities, as well as a number of other regulatory documents that played a key role in the formation of the country’s stock market.

Since 2020, he has headed the “Leader Finance Capital” (LFC) investment and brokerage company, which is part of the Agrobank ecosystem and provides asset management, brokerage services, and investment attraction services.

Under his leadership, LFC actively participates in the development of investment infrastructure, the introduction of modern products, and increasing the transparency of the stock market.

Has 13 years of experience in independent and team trading on the NYSE, NASDAQ, AMEX exchanges, expert in technical analysis.
Actively participates in the development of the capital market of Uzbekistan. It possesses deep expertise in attracting debt and equity capital, developing and implementing treasury instruments, and building an effective liquidity management system. Sobirov Jurabek has significant experience in the treasury sector, including money market operations and short-term liquidity management.

He made a significant contribution to the development of the exchange market of government securities and money market instruments, actively interacted with regulators and market participants in order to increase the transparency and liquidity of trading.
He has extensive experience in actively managing investment portfolios, interacting with retail and corporate investors, as well as institutional counterparties.

Jurabek Sobirov has a qualification certificate of the securities market of the Republic of Uzbekistan I category. He is a licensed trader on the Republican Stock Exchange and the Uzbekistan Republican Currency Exchange.

During his career, he worked in the banking, financial, and mining sectors. Prior to the establishment of WHITEPAPER, he held the position of Legal Practice Manager at KPMG. Previously, he worked at Kapitalbank, Orient Finance Bank, TuronBank, KDB Bank Uzbekistan, Ansher Capital, Esar Consulting, and Navoiy Mining and Metallurgical Company (NMMC).
One of the major projects in which he participated is the project to reorganize NMMC. Under his direct supervision, legal support was provided for the process of dividing the state enterprise “NMMC” into three legal entities: “NMMC” JSC (golden segment), “Navoiuran” State Enterprise (uranium segment), and “NMMC Fund” State Unitary Enterprise (non-core assets). Within the framework of this project, he successfully ensured the conduct of legal due diligence before the division of the enterprise, the development and implementation of an effective corporate governance system, and the legal support for attracting a $1 billion syndicated loan, as well as the initial issuance of shares worth 15 trillion sums.

Sarvar Miryoqubov is also a participant in the round tables of the Institute of Management of Great Britain and Ireland, dedicated to the discussion of advisory documents “On Restoring Trust in Auditing and Corporate Governance” and “On Improving the Corporate Governance Code of Great Britain.”

He speaks five languages: Uzbek, English, Turkish, Arabic, and Russian.

Under his leadership, Portfolio Investments implemented several strategic projects, including organizing the IPO of Uztelecom – the country’s largest telecommunications company, as well as the privatization of several key enterprises in the automotive industry. Munir Yakubov actively participates in the transformation of the stock market, the introduction of international corporate governance standards, and the enhancement of the investment attractiveness of national assets.
He graduated from the University of World Economy and Diplomacy in Tashkent (2000-2005) and is fluent in five languages: English, Turkish, Russian, Uzbek, and Tajik.
Munir Yakubov is a champion of sustainable development, digitalization, and increased transparency in Uzbekistan’s financial sector. His strategic thinking, deep understanding of the market, and business reputation make him a reliable partner for government institutions, international investors, and industrial holdings.

Under his leadership, the company carried out a wide range of operations with securities, including servicing transactions involving legal entities, private investors, and international partners. Thanks to the consistent approach to process organization and compliance with legal requirements, the company has gained recognition in the market and has been recognized with several professional awards.
Bakhtiyor Tairovich has practical experience in interacting with foreign investors, advising them on issues of Uzbekistan’s stock market infrastructure, including access to trading, settlements, and depository services. In his work, he pays special attention to reliability, transparency, and compliance with international standards.
Bakhtiyor Shakirov underwent training and internships at foreign stock exchanges, including Barcelona and Seoul exchanges, as well as training programs in Germany. His education includes engineering and economic training, including in the specialty “International Economic Relations.” Bakhtiyor Shakirov has the qualification of a Category I specialist in the securities market.
Since 2025, he has been a member of the Board of Directors of the National Association of Investment Institutions, where he participates in the discussion and development of initiatives aimed at developing the stock market infrastructure and increasing its attractiveness for investors.
